Overview of Regulations in Online and Land-Based Gambling Industries- July 2023

Although traditionally a region with the biggest number of changes in the land-based and online casino sector, the United States of America was significantly less dynamic than in the previous period. The seventh month of the year brought no groundbreaking changes to this market, except in a couple of states. Kentucky will soon have its sports betting market launched, whereas Maryland is weighing the pros and cons of launching the online gambling market.

As for the rest of the world, the situation is more or less the same as in the US. Peru made significant progress with online gaming and sports betting regulation, whereas Greece keeps on expanding its blacklist of foreign operators targeting locals. Australia increased the consumption tax on online sports wagering.

Although not a lengthy one, this month’s report addresses the most significant regulations which took place in the United States and elsewhere, so read on to be up to date with trends and tendencies!

Regulatory Updates from the United States

Florida: The District of Columbia Circuit Court of Appeals ruled in favor of the Seminole Tribe and their right to operate online sports wagering in the Sunshine State. However, the tribes haven’t yet officially confirmed whether they plan to relaunch the market or not.

Kentucky: In less than two months, the Bluegrass State will have its retail sports wagering market up and running. As far as Governor Andy Beshear announced, the launch is planned for September 7, 2023, whereas online sports wagering is scheduled to go live on September 28, 2023.

Maryland: There are indications that the Old Line State could the ones where online gaming is permitted, as the State Lottery started investigating the possibilities of opening the market. Lawmakers are expected to consider the topic again in the 2024 legislative session, so the evaluation process needs to be completed before that. The third party is invited to evaluate the reasons for and against introducing iGaming to Maryland.

Ohio: As far as Governor Mike DeWine suggested, the state’s tax on sports betting gross win will be increased starting January 1, 2024. Instead of 10%, the new rate is set at 20%.

Recap of Regulations from Other Parts of the World

Australia: Talking about taxes, the Land Down Under also increases the point of consumption tax on online sports betting. Based on the Government of the Australian Capital Territory’s decision, the rate is increased by 5%, amounting to 25%. The change became effective on July 1, 2023.

Greece: As a measure of protection, the Gaming Commission of Greece keeps expanding the blacklist of foreign gambling websites. With 816 new brands added, the list now amounts to 5,836. It’s interesting to note that among the blacklisted companies, there are respected operators which are otherwise accredited to run in other markets.

Peru: President Dina Boluarte signed the bill which to welcome online gaming and sports betting. As far as decided, the Ministry of Foreign Trade and Tourism (Mincetur) is in charge of acting as an istrative authority at the national level. On top of that, the institution would need to ensure that online operators without a physical presence in the country are subject to taxes as well.
