Pennsylvania Breaks Gaming Revenue Record in March 2025

Pennsylvania’s gaming sector set a new monthly benchmark in March 2025, generating a total of $574.5 million across all regulated verticals, according to the Pennsylvania Gaming Control Board (PGCB). This figure marks the highest monthly revenue ever reported in the state, suring the previous record of $554.6 million recorded in March 2024.

The growth was largely fueled by a significant increase in iGaming activity, with online casino games contributing $238.2 million—an all-time high for the segment. This represented a 24.7% year-over-year increase from $191.1 million in March 2024, exceeding the prior iGaming peak of $223.6 million set in December 2024. Tax revenue from iGaming alone reached $106.3 million for the month.

iGaming and Casino-Specific Highlights

Three operators were especially instrumental in boosting iGaming figures. Rivers Casino Philadelphia contributed $38.6 million, up 17.9%.

Overall, Hollywood Casino at Penn National topped the statewide revenue rankings with $107.2 million in total revenue—an impressive 21.5% jump year-over-year. Valley Forge Casino Resort came in second with $86.2 million, although this marked a 2% dip from March 2024. Parx Casino earned $58.8 million, down 1%, narrowly beating Rivers Casino Philadelphia’s $58.7 million, which had grown by 7.8%.

Retail Gaming Sees Mixed Results

Retail slot machine play brought in $222.5 million in March 2025, representing a 2.37% decrease compared to the $227.9 million generated in the same month last year. The number of slot machines also declined slightly, from 24,886 in March 2024 to 24,373 this year. Parx Casino led the slot revenue chart with $34.3 million, followed by Wind Creek Bethlehem with $25.8 million and Rivers Casino Pittsburgh at $24.3 million.

Revenue from retail table games stood at $81.9 million, showing a 3.9% drop from $85.2 million in March 2024. Table game tax revenue amounted to $13.7 million.

Sports Betting Handle Climbs, Revenue Falls

Despite a 5.3% increase in total betting handle—up to $842.9 million from $800.7 million in March 2024—sports wagering revenue declined sharply by 40.7% year-over-year, totaling $27 million. Valley Forge Casino Resort posted the highest sportsbook revenue at $9.4 million, with a handle of $328.5 million. Hollywood Casino at the Meadows followed closely with $8.8 million from $209.1 million in bets. Hollywood Casino Morgantown reported $1.9 million in revenue from a handle of $78.2 million.

Tax revenue from sports betting totaled $9.7 million for the month.

Other Gaming Verticals Show Stability

Video Gaming Terminals (VGTs) generated $3.7 million in March 2025, a marginal 0.64% decline from March 2024. All 74 eligible truck stop venues were operating the maximum five machines permitted by law.

Fantasy sports contests saw a modest rise, with revenue reaching $1.18 million—a 6.91% increase over the $1.1 million reported in March 2024. The corresponding tax revenue from fantasy play was $177,044.

Tax Contributions and Oversight

Total tax revenue derived from all gaming activities in March 2025 stood at $244.3 million. The PGCB continues to supervise operations at 17 land-based casinos, iGaming platforms, retail and mobile sports betting, truck stop VGTs, and online fantasy contests across the Commonwealth.

In 2024, the state’s regulated gaming industry generated approximately $2.66 billion in taxes and associated fees, highlighting its significance as a source of public funding.
